After receiving a full scholarship to study medicine at King's College London, Ms Tay qualified in 2009. She undertook her surgical and specialist urology training in the UK, gaining experience at leading centres including Guy's and St Thomas' and King's College Hospital. She subsequently advanced her expertise through a Royal College of Surgeons of England robotic fellowship at Addenbrooke's Hospital in Cambridge, followed by further subspecialist training at the Royal Melbourne Hospital in Australia.
