Dr Downer began his academic journey at Massey University in Palmerston North, New Zealand, where he graduated with a Bachelor of Science in Zoology in 1973. He then pursued his medical training at the University of Otago, earning his Bachelor of Medicine and Bachelor of Surgery (MBChB) in 1980. Following his graduation, he gained diverse international clinical experience, including volunteering in Dharamsala, India, and working in general practice in London, England, before establishing his medical career in Australia.
