About Dr. Paul Coulter

Dr. Paul Coulter is an experienced Consultant in Palliative Medicine and Supportive care with a background in Family Medicine.  He currently practices at NMC Specialty Hospital in Al Nahda and NMC Royal Hospital DIP.  He graduated from the University of Dundee Medical School in Scotland with an MBChB in 2002 and became a General Practitioner in 2007.  He decided to retrain as a Physician and in 2017, he became fully certified as a specialist in Palliative Medicine, further expanding his expertise in supporting patients with complex and life-limiting conditions.

Dr. Coulter is dedicated to improving the quality of life for patients and families facing serious illness through compassionate, patient-centred care. His approach focuses on early identification, assessment, and management of symptoms while providing holistic support that addresses physical, emotional, and psychological wellbeing.

Over the course of his career, he has achieved numerous postgraduate qualifications, including Diplomas in obstetricians and gynaecology, child health, and palliative medicine. Alongside this, Dr. Coulter is a Member of the Royal College of General Practitioners, as well as a Member and Fellow of the Royal College of Physicians of Edinburgh. He has also completed additional training in family planning, child health, and drug misuse management.

He is committed to NHS culture improvement, with an unblemished 24 year old career. Dr Coulter is a influential figure in healthcare leadership, serving as a CQC specialist medical advisor, contributing to strategic decision making, and fostering team collaboration.

Dr Paul Coulter serves as the Medical Director (Advisory) on the IBA Development Team, contributing over a decade of clinical and behavioural expertise to this internationally recognised methodology. In addition to his extensive NHS and international experience, he holds a Visiting Professorship at Birmingham City University, reflecting his academic contribution to leadership, behavioural insight, and clinical practice. His long-standing involvement with IBA has given him deep insight into how people from diverse cultural and professional backgrounds make decisions under pressure, communicate in high‑stakes situations, and maintain emotional clarity in complex environments.

Dr Coulter brings these behavioural principles into his clinical practice in Dubai, offering VIP, executive, and international patients a refined, human‑centred approach that supports resilience, wellbeing, and effective leadership. His advisory role with IBA enhances his ability to deliver thoughtful, leadership‑informed medical care to individuals operating across global, multicultural, and high‑responsibility settings.

A pioneering invention by Dr Coulter in behavioural management featured in postgraduate studies and a TEDx talk. Medical Director at Hillcroft House Research Hub, advancing education and resilience training. 

He was recognized with awards such as Runner-Up for RCGP Scottish GP of the Year and nominations for NHS Highland Patient Care and QE Star Awards. He was also nominated for Greenock Telegraph Palliative Care Dr of the Year (2021). He is dedicated to enhancing medical practice, education, and organisational development through Agile Leadership, ensuring compassionate and high-quality healthcare delivery. Dr Paul Coulter brings a rare and unique skill mix given his dual training. He is still appraised in both family medicine and Specialist palliative medicine. His extra skills provide an enhanced assessment to the many problems patients who are in need of specialist palliative care suffer from. This has been proven to result in better patient outcomes.

I met Dr Coulter when my Daughter was transferred into his care after another hospital failed to meet her needs. My Daughter had severe learning disabilities and was also non verbal. Dr Coulter treat her with outstanding care and compassion, he went above and beyond to not only meet her needs but to provide patient centred care to not only her but to involve the family also with each step and decision. I will be forever thankful to him.

Dr Paul helped our father who was suffering from advanced cancer through his final hours easing his condition and coordinating with multiple doctors to ensure he was well looked after.

Dr Paul Coulter is an exceptional doctor who went above and beyond for not only our relative but for her family too. My sister had severe learning disabilities who was also non verbal, this did not make a difference to Dr Coulter, he would always speak with her respectfully and explain everything to her step by step, he showed great compassion and empathy to not only her but us as a family too. My sister was failed by one hospital setting and transferred to Dr Coulters care, he saved her life, he gave us two more amazing years with her which we will be forever greatful for!
