Dr Oukda earned his Bachelor of Medicine from Tishreen University in 1990, followed by a Master's degree in ENT from Aleppo University in 1994. He is also a member of the Saudi Otolaryngology Society, reflecting his commitment to staying current with the latest advancements in his field.
